PINOY BASKETBALL AUSTRALIA SYDNEY (PBAS)
IN HOUSE RULES
- The Official Basketball Rules of the International Amateur Basketball Federation (FIBA) 2022 will be adopted for the competition.
- Cases of general nature shall be resolved according to the PBAS in house rules by the Leadership Council.
- Technical problems shall be resolved according to the current rules of FIBA.
- Winter and Summer Competition will be played during the current year.
- Adopted NBA Rules:
- A request for a time out by a player in the game or the head coach shall be granted only when the ball is dead or in control of a player on the team making the request. A request at any other time shall be ignored.’
TEAM COMPOSITION
- Players will be drafted to form 8 Teams with minimum of 8 and maximum of 10 players.
Fees as follows:
– New members registration fee = $25.00.
– Players fee per round is $200.
– Players uniform is $50.
– $10.00 emergency fee (ambulance)
- Only those drafted players and registered as members will be allowed to play.
- A team is allowed to change their players if a player/players sustained a season ending injury or withdraw from the competition during the elimination round.
Note: Replacement players will be decided by the Leadership Council based on their skill level and needs to be pick on the reserved player pool.
- Teams are allowed to start with four (4) players but not three (3).
– 1 point every minute is given to the team with less than 3 players after the scheduled game time.
- Players who failed to pay their round fees after their 4th game will not be allowed to play.
TEAM UNIFORM
- The team uniform shall be the based on the team’s jersey color.
- Players wearing a different color jersey will be penalized except for new players. (2 points penalty for each player not wearing correct uniform)
TOURNAMENT FORMAT
For Division 1 and 2
- Teams shall play a Double Round Robin for the elimination round.
– Twelve (12) minutes x 4 quarters running time.
– Full clock at the last 2 minutes of the game.
Play-offs Format
- Quarter final games will be played by:
Rank 1st vs Rank 8th – 1st Quarter final game
Rank 2nd vs Rank 7th – 2nd Quarter final game
Rank 3rd vs Rank 6th – 3rd Quarter final game
Rank 4th vs Rank 5th – 4th Quarter final game
- Semifinal games will be played by:
Winner of the 1st Quarter final game vs Winner of the 4th Quarter final game
Winner of the 2nd Quarter final game vs Winner of the 3rd Quarter final game
- Finals will be played by the winners of the semi-final games.
Championship Format
Format for finals game is as follows:
- Twelve (12) minutes x 4 quarters
- Stop clock on all time outs.
- Full clock at the last 3 minutes of the game
- 5 minutes extra period on the 1st overtime of play and 3 minutes on the succeeding overtime until a winner is decided.
TIME OUT
- Two time out (30 sec) for each half is given to every team (can be use anytime within the half). Unused time outs on 1st half are not to be carried over to the 2nd half of play.
- Time out taken on each quarter is not running time/stop clock.
- Time out/s called on the last two minutes of game will be on stop clock.
- One time out for each team on an extra period (overtime) of play.
GENERAL RULES
- 5 minutes mandatory warm up before the team scheduled game.
- Playing time of players are strictly monitored. (Minimum of 16 minutes each player for the whole game)
- Forfeiting time is Ten (15) minutes after a team’s scheduled game.
- In case of a tied score after the 4th quarter a 3 minutes extra period will be played until a winner is decided.
- A player who has committed 5 fouls shall be informed by a referee and must leave the game immediately. He shall be substituted within 30 seconds.
- A team foul is a personal, technical, unsportsmanlike or disqualifying foul committed by a player. A team is in the team foul penalty situation after it has committed 4 team fouls in a quarter. (Foul shot on the 5th team foul)
- Only the team captain in the floor can communicate with the game officials including table officials regarding technicalities but not judgment call. However, it should be in a courteous and calm manner.
- A player shall be disqualified / send out of the game if:
- He commits two (2) technical fouls in a game;
- He commits two (2) unsportsmanlike fouls in a game;
- He commits both or combination of the two types of fouls mentioned beforehand
- The Leadership Council has the power to disqualify any player/coach that may cause detrimental values to the league.
- A player/team captain disqualified or send out of the game shall be automatically be suspended on his next game. Repeating this offense shall be automatically disqualified from further participation in the competition. In case it’s the last game, the suspension will be imposed on the next season’s competition.
- In case of fights, every player involved will be automatically banned from the competition. A fight means: someone who has thrown a punch or kick an opponent or other physical contact that is not related to basketball. The officials and the Leadership Council will still have the final decision.
TEAM RESPONSIBILTY
- Teams shall nominate Team Captains after the drafting of players has been done.
- Attendance and commitment to your designated team is very important. Players need to play minimum of 10 games during the elimination round for them to play during the play-offs.
Exemption:
– Players who sustained injury during elimination round. (Needs to provide medical certificate to know how many weeks off.)
– Players who goes for holidays during the elimination round. (needs to provide the number of weeks on holidays)
- All Teams will be allocated for table duties before or after their scheduled games. 10 points penalty will be imposed for not doing table duties.
- There will be Zero Tolerance for teams/players abusive behaviour.
- Every team needs to be competitive but respect and sportsmanship must be practice to avoid any untoward incident that may happen during the games.
TEAM CLASSIFICATION
- The classification of teams shall be based on points
- Two (2) points for a win;
- One (1) point for a loss and default;
- Zero (0) point for a forfeiture.
- In case of a two-way tie, the winner-over-the-other rule shall take precedence.
- If more than two teams are equal in the placing, FIBA quotient system will be followed.
- There will be no play-off to break the ties.
- Games lost by forfeit:
Rule: A team shall lose the game by forfeit if:
- The team is not present or is unable to field 4 players ready to play 15 minutes after the games scheduled to begin.
- Penalty: The game is awarded to the opponents and the score shall be 20 to 0. Furthermore, the forfeiting team shall receive a 0-classification point.
- Game lost by default
Rule: A team shall lose a game by default if:
- During the game, the team has fewer than 2 players on the playing court ready to play.
- Penalty: If the team to which the game is awarded is ahead, the score shall stand as at the time when the game was stopped. If the team to which the game is awarded is not ahead, the score shall be 2 to 0 in its favor. The defaulting team shall receive 1 classification point.
PROTEST PROCEDURE
- A team may file a protest if its interests have been adversely affected by:
- An error in scorekeeping, timekeeping or shot clock operations, which was not corrected by the referees.
- A decision to forfeit, cancel, postpone, not resume or not play the game.
- A violation of the applicable eligibility rules.
- In order to be admissible, a protest shall comply with the following procedure:
- The captain of that team shall, no later than 15 minutes following the end of the game, inform the PBAS Technical Committee that his team is protesting against the result of the game and sign the scoresheet.
- The team shall submit the protest reasons to PBAS Technical Committee in writing no later than 1 hour following the end of the game.
- The PBAS Technical Committee (or shall, following receipt of the protest reasons, report the incident which leads to the protest, to the Leadership Council.
- The Leadership Council shall issue any procedural requests which it deems appropriate and shall decide on the protest as soon as possible, and in any event no later than one week following the end of the game. The Leadership Council shall use any reliable evidence and can take any appropriate decision. The Leadership Council may not decide to change the result of the game unless there is clear and conclusive evidence that, had it not been for the error that gave rise to the protest, the new result would have certainly materialized.
- The decision of the Leadership Council is also considered as a field of play rule decision and is not subject to further review or appeal.
UNFORSEEN ITEMS
Any technical matter not mentioned in the In House Rules shall be decided by the Leadership Council.
