1. The Official Basketball Rules of the International Amateur Basketball
Federation (FIBA) 2020 will be adopted for the competition.
2. Cases of general nature shall be resolved according to the AFBA in house
rules by the Leadership Council.
3. Technical problems shall be resolved according to the current rules of
FIBA.
4. Winter and Summer Competition will be played during the current year.
5. Players arriving late MUST report BEFORE THE START OF THE 3 RD
QUARTER,OTHERWISE players WILL BE INELIGIBLE to play.
All Teams must be informed of this policy prior to the start of the game
TEAM COMPOSITION
1. For All Teams Division 1( Open age ) ; Division 2 (35 up) Div 3 (45
up)
2. All Teams in Div 1, Div 2, Div 3 will be allowed to submit minimum
of 10 Players to maximum of 12 Players per team
Fees as follows:
– New members registration fee = $25.00
– Players fee per round is $240.00
– Players uniform per set is $50.00 (1 sets of uniforms)
– $10.00 emergency fee (ambulance)
3. Only those drafted players and registered as members will be allowed
to play.
4. A team is allowed to change their players if a player/players sustained a
season ending injury or withdraw from the competition during the
elimination round.
Note: Replacement players will be decided by the Leadership Council
based on their skill level and needs to be pick on the reserved player pool.
5. Teams are allowed to start with four (4) players but not three (3).
6. Players who failed to pay their round fees after their first round will not
be allowed to play.
TEAM UNIFORM
1. The team uniform shall be allocated in line with our ACTIVE
SPONSORS for competition use.
2. Players wearing a different color jersey will be penalized except for new
players. (2 points penalty for each player not wearing correct uniform)
TOURNAMENT FORMAT:
Once A player is considered in the team line-up ; regardless the player
could not or did not play in the competition rounds, player must STILL
pay the WHOLE AMOUNT of the Competition Fee to be ELIGIBLE to
play in the playoffs (quarterfinals, semi finals & the finals) .
1. Teams shall play a Single Round Robin for the elimination round.
– Ten (10) minutes x 4 quarters running time.
– Full clock at the last 2 minutes of the game.
2. Rank Number 1 team qualify for the semifinals.
3. Rank Number 2 team qualify for the 2 nd quarterfinal games.
4. Rank 3 rd and 4 th will qualify for the 1 st quarterfinal games.
5. Quarterfinal games format will be played in two sets;
1 st Quarterfinal games both group Div 2 A & Div 2 B
– QF 1 = NO. 4 TEAM VS NO. 3 TEAM
– QF 2 = WINNER QF 1 VS NO. 2 TEAM
6. Semifinals game will be played by the winners of 2 nd Quarterfinal games.
– WINNER QF 2 VS TEAM NO.1 Div 2 A
– WINNER QF 2 VS TEAM NO.1 Div 2 B
7. Finals game will be played by the WINNER SEMIS GROUP DIV 2 A
VS WINNER GROUP B DIV 2 B
8. Format for finals game is as follows:
a. Twelve (12) minutes x 4 quarters
b. Stop clock on all time outs ( 30 seconds per timeouts )
c. Full clock at the last 2 minutes of the 4 TH Quarter )
d. 5 minutes extra period on the 1 st overtime of play and 3 minutes
on the succeeding overtime until a winner is decided.
9. The Champion of the Winter Competition will have the opportunity to
defend their Title on the Summer season’s competition for the current year
alone.
TIME OUT
1. Two time out (1 minute) for each half is given to every team (can be use
anytime within the half). Unused time outs on 1 st half are not to be carried
over to the 2nd half of play.
2. Time out taken on each quarter is on running time.
3. Time out/s called on the last two minutes of game will be on stop clock.
4. One time out for each team on an extra period (overtime) of play.
GENERAL RULES
1. 3 minutes mandatory warm up before the team scheduled game.
2. Playing time of players are strictly monitored. (Minimum of 16 minutes
each player for the whole game)
3. Defaulting time is Ten (15) minutes after a team’s scheduled game.
4. In case of a tied score after the 4 th quarter a 3 minutes extra period will be
played until a winner is decided.
5. A player who has committed 5 fouls shall be informed by a referee and
must leave the game immediately. He shall be substituted within 30 seconds.
6. A team foul is a personal, technical, unsportsmanlike or disqualifying
foul committed by a player. A team is in the team foul penalty situation after
it has committed 4 team fouls in a quarter. (Foul shot on the 5 th team foul)
7. Only the team captain in the floor can communicate with the game
officials including table officials regarding technicalities but not judgment
call. However, it should be in a courteous and calm manner.
8. A player shall be disqualified / send out of the game if:
He commits two (2) technical fouls in a game;
He commits two (2) unsportsmanlike fouls in a game;
He commits both or combination of the two types of fouls mentioned
beforehand
The Leadership Council has the power to disqualify any player/coach
that may cause detrimental values to the league.
9. A player/team captain disqualified or send out of the game shall be
automatically be suspended on his next game. Repeating this offense shall
be automatically disqualified from further participation in the competition.
In case it’s the last game, the suspension will be imposed on the next
season’s competition.
10. In case of fights, every player involved will be automatically banned
from the competition. A fight means: someone who has thrown a punch or
kick an opponent or other physical contact that is not related to basketball.
The officials and the Leadership Council will still have the final decision.
TEAM RESPONSIBILTY
1. Teams shall nominate Team Captains OF THEIR RESPECTIVE
TEAMS,
2. Attendance and commitment to your designated team is very important.
3. There will be Zero Tolerance for teams/players abusive behaviour.
4. Every team needs to be competitive but respect and sportsmanship must
be practice to avoid any untoward incident that may happen during the
games.
TEAM CLASSIFICATION
1. The classification of teams shall be based on points
a. Two (2) points for a win;
b. One (1) point for a loss and default;
c. Zero (0) point for a forfeiture.
2. In case of a two way tie, the winner-over-the-other rule shall take
precedence.
3. If more than two teams are equal in the placing, FIBA quotient system
will be followed.
4. There will be no play-off to break the ties.
PROTEST PROCEDURE
1. A team may file a protest if its interests have been adversely affected by:
a. An error in scorekeeping, timekeeping or shot clock operations, which
was not corrected by the referees.
b. A decision to forfeit, cancel, postpone, not resume or not play the
game.
c. A violation of the applicable eligibility rules.
2. In order to be admissible, a protest shall comply with the following
procedure:
a. The captain of that team shall, no later than 15 minutes following the
end of the game, inform the PBAS Technical Committee that his team is
protesting against the result of the game and sign the scoresheet.
b. The team shall submit the protest reasons to AFBA Technical
Committee in writing no later than 1 hour following the end of the game.
3. The AFBA Technical Committee (or shall, following receipt of the
protest reasons, report the incident which leads to the protest, to the
Leadership Council.
4. The Leadership Council shall issue any procedural requests which it
deems appropriate and shall decide on the protest as soon as possible, and in
any event no later than one week following the end of the game. The
Leadership Council shall use any reliable evidence and can take any
appropriate decision. The Leadership Council may not decide to change the
result of the game unless there is clear and conclusive evidence that, had it
not been for the error that gave rise to the protest, the new result would have
certainly materialized.
5. The decision of the Leadership Council is also considered as a field of
play rule decision and is not subject to further review or appeal.
UNFORSEEN ITEMS
Any technical matter not mentioned in the In House Rules shall be
decided by the Leadership Council.
